When you're standing in a cold river or sitting in a float tube for a few hours, you're going to get cold - unless you dress appropriately. Even then, you'll still get cold. Just not as much.
Dress in layers.
Wear thick socks, but not so thick they constrict blood flow. That's even worse.
Synthetic is best.
Your base layer should be something that wicks moisture, you'll jost likely work up a sweat at some point. If you get your clothes wet, then you'll get cold.
NO COTTON Cotton = hypothermia. Wool is nice - or some type of synthetic.
Bring a warm hat. jost of your heat is lost through your head.
Handwarmers and toewarmers will make your day.
Those fingerless gloves are nice if it's REALLY cold, but take some getting used to for casting.
Bring a change of clothes for when you fall in, unless you're close to home.
